Regional institutionality in the face of the Fourth Industrial Revolution: transition to digital governance

Abstract
Since its creation, the Central American Integration System (SICA) has directed its efforts towards strengthening regional institutionality, whose function lies in decision-making and cooperation among its member states. Consequently, the objective of this article is to analyse the strengthening of regional institutionality through the construction of digital governance, starting with the identification of challenges facing the region, such as the digital divide between member countries, and also incorporating the role that civil society should play in the process, followed by a proposal for a digital governance scheme developed under an integral vision, the latter on the understanding that its strategic implementation will contribute to its main goal: the institutional strengthening of the System.
