Multiplicity of cities within a city: invisible urban poverty in Latin America

Abstract
Latin American national statistics do not pay enough attention to the intrarurban inequalities, which complicates the knowledge of the dimension of poverty in these contexts and the capacity to design adapted public policies. This article presents a reflection about urban poverty in four countries in this region (Chile, Colombia, Ecuador and Peru) with a high Human Development Index that hides marginality living conditions that affect millions of people. A revision of programmes, statistical sources and poverty measurement tools in these countries is carried out, with a particular focus on the Peruvian context, concluding that further efforts are still needed to know the real magnitude of this problem.
