Generating Public Policies in Central America from the Perspective of Scientific Diplomacy

Abstract
In Central America, the Central American Integration System (SICA) promotes the sustainable development of its member states. Scientific Diplomacy is a growing global trend at scientific and diplomatic roundtables, two places characterised by their neutrality, where solutions to global challenges are debated. The authors explore initiatives for sustainable development proposed under scientific diplomacy schemes, identifying strategies, challenges and limitations. Through interviews with key actors, they identify a lack of scientific collaboration, a lack of political will, and a need to involve more sectors in order to create public policies based on constructive knowledge. Spaces for scientific debates are needed to coordinate public policies and create regional Scientific Diplomacy communities whose recommendations are reflected internationally. The gap between science and policy-making needs to be bridged.
