Algunas reflexiones sobre el reparto de competencias entre las instituciones comunitarias y los Estados de la Unión: ¿Más responsabilidad para Europa?

Abstract
El objetivo de este artículo (1) es una reflexión sobre el reparto de competencias entre las instituciones comunitarias y los Estados de la Unión. Para ello, analizaremos en primer lugar el proceso de descentralización del Sector Público que se está llevando a cabo en una buena parte de los Estados, puesto que la existencia de distintos niveles de decisión dentro de un mismo país, puede avivar el debate sobre la atribución de competencias a la Unión. El criterio de reparto de responsabilidades entre la Unión Europea y los Estados Miembros es el segundo aspecto que nos parece interesante y oportuno destacar. Finalmente, y en tercer lugar, nos cuestionaremos el hecho de que el proyecto europeo lleve aparejado un aumento de las responsabilidades asumidas por la Unión, cuando algunos Estados siguen manifestando posturas más o menos reacias al respecto.
