Migration and development: can co-operation take place?

Abstract
Freedom of movement for people is presented as one of the aspects still pending in the process of globalisation. First, this article analyses various aspects that explain why immigrants decide to leave their own country. The effects produced by this decision are also various, not only in the countries of origin but also in the countries that accept them. Second, it is stated that cooperation for development is one of the aspects that can contribute most towards maximising opportunities and minimising the threat posed by the migratory phenomenon. Along these lines, certain approaches on the part of the Official Aid for Development organisation are questioned, and the necessary steps to integrate migration within the framework of co-operation are analysed. Finally we are given an insight into the reality of integration between Spanish cooperation and the immigration policy, and a series of specific proposals are suggested to the different agencies for co-operation.
