Comments on the Andalusian XXI Century Economic Plan

Abstract
Following the recent publication of the Andalusian XXI century Economic Plan for 2002–2005, a reflection is made here on the Andalusian planning process. At the same time, this fifth economic plan passed by the Andalusian Parliament is commented, relating it to earlier approved plans. First, the objectives of the different Andalusian plans are analysed; then the process of elaboration and execution of the plan is commented, as well as its connection with other plans; going on to evaluate certain positive and negative aspects of the plan, its financing and programming; finally, after commenting some formal characteristics, a global opinion is given on the planning process and the concrete reality of the same.
