Abstract

This article intends to clarify, insofar as it is able, the real sense of the problems presented by the current reform of the autonomy statutes, as well as the announced reform of the Senate categorised as federal. It provides us with a historical review, alluding to the creation of a liberal and democratic State, and remembering the federal projects presented in Spain. In particular, it studies the project of the federal constitution of First Republic, the provisional government of the Second and the launch of the Autonomy State. With this sense in mind, it points out the dysfunctions of the relationships between the CCAA and the Central Administration, which explains the necessity for a statute reform. It specifically refers to the project of Catalan Statute and the constitutional reform. Finally, it proposes a federal Spain in a federal Europe.
