The EXPIDER Project for rural development. Difficulties in the basin of the Chanchán (Ecuador)

Abstract

The present article is the result of the application of EXPIDER project in the hydrographical basin of Chanchán (Ecuador). As it is known, the application of this project represents an attempt, on the part of the Inter–American Bank for Development (BID), to reproduce the experience of the initiative LEADER in Latin America. To this end, during the first phase of the application three pilot areas were selected in Ecuador (Basin of the Chanchán), Bolivia (Valles Cruceños) and Honduras (Basins of Reitoca and Verdugo). The results of this application, shared during a seminar organised by the Institute of Advanced Social Studies (IESA–CSIC) after finalizing the first phase, arose, among others, the reflection dealt with in this article: the difficulties that plans and projects for rural development create in the areas of hydrographical basins in Latin America, a concern that emerged, above all, after contrasting the experiences from the application of this project in the basins of Reitoca and Verdugo in Honduras and of the Chanchán in Ecuador. The aim of this article, therefore, is to go into this concern in greater depth.
