The ethics of the Public Administration. Some reflections emerging from the 1978 Spanish Constitution

Abstract

The author starts from Spanish Constitution to recuperate the concept of general interest that should characterise a social and democratic state of law. In this sense Public Ethics is defined as the science that studies the behaviour of people at the service of public powers according to general interest. After the ethical reflection on the business world and private firm, that reflection has been applied to Public Administration since the late 70s. The author offers some principles that can orientate Public Administration Ethics or Public Ethics. These principles have into account on the one hand ethics of civil servants and on the other hand the ethics of the public function.
