Yet another reform of the inmigration law

Abstract
This article provides a review of the latest reform of the Aliens Act passed last November, 2009, exploring the salient issues that motivated this fourth reform of the Aliens Act. It also reviews the lights and shadows in this text, along with its impact and timeliness, especially considering the issue of civil registration and what could turn into the basis for future regulation of this phenomenon in our country. The analysis is carried out not only from the view point of law and policy, but also from the standpoint of the values and principles that govern coexistence, such as legal equality, respect for identities, or how to achieve a multicultural society.
