Abstract

The Common Agrarian Policy, one of the traditional pillars of the construction of Europe, begins a new reform process. This editorial reflection begins precisely with a reminder about the reforms that have taken place in the last two decades, as well as a brief outline of the directions that process of change are taking. In continuation a document drafted by the Commission at the end of 2010 is summarized and explained as it opens a new and seemingly decisive stage of changes, with an eye on the horizon of 2020. It is a question of opening up a debate that will follow the normal steps of this type of process. After defining the “issue”, the global and agrarian juncture in which the discussion takes place, the article suggests some ideas about the likely impact of these changes in Europe and Spain. It concludes with an ethical and critical assessment of all that is at stake in this new reform, getting a perspective on the problems of insecure global food supply and about the possible EU contribution in this respect.
