Planning process in rural development: new rural strategy to Andalusia

Abstract
Andalusia has a rich and varied experience in the application of rural development as proposed by the EU. The most recent Andalusian rural strategy for 2007–2013 offers a new experience in participative strategic planning. The main aim of this article is to show the methodology applied to develop this strategy. Our research can be divided into three parts. First of all, there is a presentation of the situation and the brief evolution of rural development. Secondly, the methodology used in the development is thoroughly described. To study this main issue in our research, it was necessary to design a complex process for the strategic formulation as the integration of partial strategic plans was required at different levels to reach the regional plan. Finally, conclusions are drawn and we also present ideas obtained from the analysis that could serve as good examples for other regions in similar situations.
