The usefulness of evaluations in spanish NGO’s: a study based on the convocation of AECID agreements 2006 and 2007

Abstract
Combining qualitative and quantitative methods, the study examines the usefulness of the intermediary external evaluations carried out by Spanish NGO’s on the agreements signed with the AECID in 2006 and 20007.
The research is organized around five groups of exogenous variables: the organization and promotion of the evaluation, participation in the evaluation cycle, the evaluation team; dissemination of the evaluation.
The main findings are that the usefulness and value of assessments found by the NGO’s are remarkable (7 out of 10) and that this is explained by the composition of the evaluating team, this team’s communication, and the correspondence between what was initially promised and what was finally delivered. What is highlighted is the qualitative participation of the NGO’s, and not that of the local partner or of the investment in resources (whether human, or with respect to time or money). Qualitatively, several weak points are identified, which leads to recommendations for the future.
