Towards a global democracy: The idea of global authority on the social doctrine of the Church

Abstract
The expression "global authority" was used by John XXIII in 1963 in his Encyclical Pacem in terris, at the service of the universal common good. The great changes in international relations require that to promote that same common good should there be a world public authority. Fifty years later, the democracy poses the challenge of a global democratic structure with a cosmopolitan civil ethics as a framework for a comprehensive human development.
